चीन इस समय कोयले की जबरदस्त किल्लत से जूझ रहा है। उत्तर चीन की स्थिति सबसे खराब है। आलम यह है कि बिजली की कमी से कंपनियों में काम ठप है। घरों से बत्ती गुल है। सबसे बुरी तरह प्रभावित जिलिन प्रांत में तो फैक्ट्रियों के बंद होने के साथ-साथ ट्रैफिक सिग्नल्स डाउन हैं, आवासीय इलाकों में लिफ्ट बंद हैं और 3 जी मोबाइल फोन का कवरेज भी बंद है। वॉटर सप्लाई बंद होने की नौबत आ गई है। कोयले के सबसे बड़े उत्पादक चीन के लिए इस वक्त यही कमजोर नस बन गई है, जिसके दबने से ड्रैगन रात के अंधेरे में तड़प रहा है।
चीन दुनिया का सबसे बड़ा कोयला उत्पादक है। यह अकेले दुनिया में कुल कोयले उत्पादन का करीब आधे का उत्पादन करता है। कोयले की कीमत में बेतहाशा इजाफा हुआ है फिर भी चीन किसी भी कीमत पर कोयले की डिमांड को पूरी करने के लिए छटपटा रहा है। लेकिन यह आसान नहीं है।
अगस्त तक चीन में पिछले साल के मुकाबले 14 प्रतिशत ज्यादा बिजली उत्पादन हुआ है। कोयले उत्पादन में भी 4.4 प्रतिशत बढ़ोतरी हुई है। जून के बाद से कोयले के आयात भी 20 प्रतिशत बढ़ा है। इसके बाद भी चीन को मौजूदा संकट दूर करने के लिए और ज्यादा कोयले की जरूरत है। घरेलू उत्पादन अपने चरम पर पहुंच चुका है लिहाजा उसके जरिए यह गैप भरना बहुत मुश्किल है। आगे ठंड का मौसम है, इस वजह से कोयले की डिमांड अभी और बढ़ेगी लेकिन आपूर्ति मुश्किल है।
चीन और ऑस्ट्रेलिया के बीच तनाव का असर ट्रेड पर भी पड़ा है। पिछले साल चीन ने ऑस्ट्रेलिया से कोयला नहीं खरीदने का फैसला किया। आज वह फैसला उलटा पड़ता दिख रहा है। ऑस्ट्रेलिया से आयात बंद करने की भरपाई के खातिर चीन ने कुछ दक्षिण एशियाई देशों और यूरोप से कोयले का आयात बढ़ा दिया और दक्षिण अफ्रीका से खरीद शुरू कर दी। इसके बाद भी कोयले की पर्याप्त सप्लाई नहीं हो पा रही। यूरोप खुद ऊर्जा संकट से बचने के लिए ऑस्ट्रेलिया से कोयले की खरीद बढ़ा दी है।

A statue of Pakistan's founder Mohammad Ali Jinnah has been destroyed by the Baloch militants in a bomb attack in the coastal city of Gwadar in the troubled Balochistan province.
The statue, which was installed in June at Marine Drive - considered a safe zone - was blown up by explosives placed beneath the statue on Sunday morning, Dawn reported on Monday.
The statue was completely destroyed in the blast, it added.
Babgar Baloch, a spokesman for the banned militant organisation Baloch Republican Army, claimed responsibility for the blast on Twitter, BBC Urdu reported.
The matter was being investigated at the highest level, Gwadar Deputy Commissioner Major (retd) Abdul Kabir Khan was quoted as saying by the BBC Urdu.
He said that the militants who destroyed Jinnah's statue by planting explosives entered the area as tourists.
According to him, no arrest has been made so far but the investigation will be completed in a day or two. "We are looking into the matter from all angles and the culprits will be caught soon," he said.
"The demolition of Quaid-e-Azam's statue in #Gwadar is an attack on Ideology of Pakistan. I request authorities to punish the perpetrators in the same way as we did with those behind the attack on Quaid-e-Azam residency in Ziarat,” Balochistan's former Home Minister and current Senator Sarfraz Bugti tweeted.
In 2013, Baloch militants blasted a 121-year-old building used by Jinnah at Ziarat and raked it with gunfire, triggering a fire that blazed for four hours, destroying furniture and memorabilia. Jinnah spent the last days of his life there as he suffered from tuberculosis. It was later declared a national monument.
Born on December 25th, 1876, Jinnah served as leader of the All-India Muslim League from 1913 until Pakistan's creation on August 14, 1947. He then served as Pakistan's first governor-general until his death in 1948.
Balochistan has been witnessing a spate of low-level violence for years.

Civil services topper Shubham Kumar scores 52.04 per cent
Shubham Kumar topped the civil services examination 2020 with 52.04 per cent marks, and second rank holder Jagrati Awasthi scored 51.95 per cent in the prestigious test conducted by the Union Public Service Commission (UPSC) to select the country's civil servants.
A total of 761 candidates – 545 men and 216 women – have cleared the examination, results of which were announced by the commission on Friday.
The civil services examination is conducted by the UPSC in three stages – preliminary, main and interview – to select officers for the Indian Administrative Service, Indian Foreign Service and Indian Police Service among others.
The preliminary examination consists of two papers of objective type (multiple choice) questions and carries a maximum of 400 marks.
This stage is meant to serve as a screening test only, and the marks obtained in it by the candidates who are declared qualified for admission to the main examination are not counted for determining their final order of merit.
The merit is determined out of the total of 2,025 marks – written or main exam is of 1,750 marks and the interview is of 275.
Kumar got a total of 1,054 marks – 878 in the written and 176 in the personality test (or interview), according to UPSC data.
Awasthi scored 1,052 – 859 in written and 193 in interview, it showed.
Third rank holder Ankita Jain got 1,051 – 839 in the main and 212 in the interview – and fourth rank holder Yash Jaluka scored 1,046 (851 in written and 195 in interview).
Mamta Yadav was awarded the fifth rank with a total of 1,042 marks – 855 in written and 187 in the interview.
The civil services (preliminary) examination 2020 was conducted on October 4 last year.
As many as 10,40,060 candidates applied for the examination, out of whom 4,82,770 had appeared in it.
Of these, 10,564 candidates qualified for appearance in the written (main) examination which was held in January 2021.
A total of 2,053 candidates qualified for the personality test (interview).
The 761 recommended candidates include 25 persons with benchmark disability -- seven orthopedically handicapped, four visually challenged, 10 hearing impaired and four with multiple disabilities.
Of the successful candidates, 263 are of general category, 86 from the economically weaker section (EWS), 220 of Other Backward Classes (OBC), 122 Scheduled Castes (SC) and 61 belong to the Scheduled Tribes category.

Some countries are hyping ‘China threat': Beijing on Quad Summit
China on Monday slammed the Quad grouping, saying some countries are forming "exclusive cliques" and “hyping" the 'China threat' and the move is doomed to fail.
The Quad leaders at their first-in-person summit in Washington on September 25 pledged to ensure a "free and open" Indo-Pacific, which is also "inclusive and resilient", as they noted that the strategically vital region, witnessing China's growing military manoeuvring, is a bedrock of their shared security and prosperity.
Prime Minister Narendra Modi, his Australian counterpart Scott Morrison, Japanese premier Yoshihide Suga and US President Joe Biden described the summit as an opportunity to refocus themselves and the world on the Indo-Pacific and on their vision for what they hope to achieve.
Asked for her reaction at a media briefing here, Chinese Foreign Ministry spokesperson Hua Chunying said that China took note of the Quad summit and is "closely following the situation".
"For some time, a handful of countries have been obsessed with attacking China by citing the rules-based order. They hype up the ‘China threat',” she said.
“Facts have shown that China is an advocate of world peace, provider of public goods and China's development is important to international development. Coercion and undermining of international order can by no means be pinned on to China,” she said.
China, she said, upholds the UN centred international order and rules-based international law.
"We don't think that the rules can be defined by a few countries. What the US wants is the rules where it can wantonly interfere with other countries without paying any price. It is the rule under which the US can bully in any manner and other countries bow to its hegemony which is against the trends of the times and aspirations of the people,” she said.

Navjot Singh Sidhu on Tuesday resigned as the chief of the Punjab Pradesh Congress Committee.
In a letter to Congress president Sonia Gandhi, Sidhu, however, said he will continue to serve the party.
Sidhu had taken over as the state party chief in July this year.
"The collapse of a man's character stems from the compromise corner, I can never compromise on Punjab's future and the agenda for the welfare of Punjab," he wrote in the letter.
"Therefore, I hereby resign as the president of the Punjab Pradesh Congress Committee. Will continue to serve the Congress," he further wrote.
It is immediately not known what prompted Sidhu to leave the post of the Punjab Congress Chief.

वास्तविक नियंत्रण रेखा पर चीन ने फिर कायराना हरकतें शुरू कर दी हैं। चीनी सेना ने पूर्वी लद्दाख में एलoएoसीo पर अपने 50 हजार से अधिक सैनिकों को तैनात करने के बाद बड़े पैमाने पर ड्रोन का इस्तेमाल कर रही है जो वहां भारतीय सैन्य चौकियों के करीब उड़ान भर रहे हैं।
आधिकारिक सूत्रों ने समाचार एजेंसी एएनआई को बताया कि चीनी सेना की ड्रोन गतिविधियां ज्यादातर दौलत बेग ओल्डी सेक्टर, गोगरा हाइट्स और क्षेत्र के अन्य जगहों में दिखाई दे रही है। चीन की इन हरकतों पर भारतीय सेना की पैनी नजर बनी हुई है।
भारतीय सेना भी विभिन्न संसाधनों का इस्तेमाल करके चीन की इन हरकतों पर निगरानी रख रही है। सूत्रों ने बताया कि भारतीय सेना बेहद सतर्क है। वह भी बड़े पैमाने पर ड्रोन तैनात कर रही है। जल्द ही वह नए इजरायली और भारतीय ड्रोन को शामिल करेगी।
इन ड्रोनों को सीमा पर चीन की चुनौती का सामना करने के लिए आपात वित्तीय शक्तियों का इस्तेमाल करके रक्षा बलों की ओर से अधिग्रहित किया गया है।
एलएसी पर मौजूदा हालात का जिक्र करते हुए सूत्रों ने बताया कि अब फ्रिक्शन प्वाइंट के मसले को हल करने की जरूरत है।

चीन के लिए राह बहुत ही मुश्किल
चाहे देशों के हिसाब से ढांचागत विकास करने की बात हो या 5जी व दूसरी अत्याधुनिक तकनीक को सुरक्षित बनाने के लिए संयुक्त अभियान की बात हो, क्वाड का संकेत साफ है कि चीन के लिए राह बहुत ही मुश्किल है। सबसे अहम संकेत यह है कि क्वाड एक दीर्घकालिक दृष्टिकोण से काम करेगा और भविष्य में इसके फलक का विस्तार हिंद-प्रशांत क्षेत्र से बाहर भी होगा।
ये भारतीय दिग्गज रहे मौजूद
प्रधानमंत्री नरेंद्र मोदी, अमेरिका के राष्ट्रपति जो बाइडन, जापान के प्रधानमंत्री योशिहिदे सुगा और आस्ट्रेलिया के प्रधानमंत्री स्काट मारिसन के नेतृत्व में पहली क्वाड शिखर बैठक हुई। फरवरी, 2021 में इन नेताओं की पहली वर्चुअल बैठक हुई थी। प्रधानमंत्री मोदी के साथ भारतीय दल में विदेश मंत्री एस. जयशंकर, राष्ट्रीय सुरक्षा सलाहकार (एनएसए) अजीत डोभाल, विदेश सचिव हर्ष श्रृंगला, अमेरिका में भारत के राजदूत तरणजीत ¨सह सिद्धू प्रमुख तौर पर थे।

After leaving out the women leaders from induction in the interim Cabinet in Kabul, the Taliban has now issued a diktat asking all girls in that country to solemnize marriage after attaining the age of 20 years in line with the Sharia laws.
Widows below 35 years of age whose husbands were killed during the previous regime must register their names with the local Taliban leaders who would facilitate their marriage with the Mujahideens.
In order to strengthen Islamic ethics, all girls above 20 years will need to get married, according to a written order of the Islamic Emirate of Afghanistan All parents are requested that girls aged 18 years and wish to attend universities need to marry so that they can go to the campuses with their husbands.
According to the order, these measures have been issued to strengthen Islamic laws. The Taliban has also asked all women to refrain from joining any office till a decision in this regard is taken by the outfit. Experts termed the move as retrograde and inhuman. Founder President of Afghanistan Republic Salvation Front Ajmal Sohail said, “The Taliban must adhere to its commitment to form an inclusive government with rights for women. Such medieval moves will nullify the progress made over the last two decades and women will be left behind in education which will ultimately also affect their children.” Counter-Terrorism expert Dr Rituraj Mate said.

Biden reiterates US support for India's permanent seat in UNSC, entry into NSG
US President Joe Biden has reiterated America's support for india's permanent membership on a reformed United Nations Security Council and its entry into the Nuclear Suppliers Group during his first in-person bilateral meeting with Prime Minister Narendra Modi at the White House.
President Biden, in his talks with Prime Minister Modi, applauded India's “strong leadership” during its UN Security Council Presidency in August 2021, according to the US-India Joint Leaders' Statement issued after their meeting in the White House on Friday.
“In this context, President Biden also reiterated US support for India's permanent membership on a reformed UN Security Council and for other countries who are important champions of multilateral cooperation and aspire to permanent seats on the UN Security Council,” it said.
President Biden's support provides a big boost to New Delhi's push for the reform of the powerful UN organ as India has been at the forefront of efforts at the United Nations to push for an urgent long-pending reform of the Security Council, emphasising that it rightly deserves a place at the UN high table as a permanent member.
India in June asserted that the Inter-Governmental Negotiations (IGN) on UN Security Council reforms can no longer be used as a smokescreen, as the General Assembly decided to roll over the IGN work to the next UNGA session and agreed to include an amendment proposed by the G4 nations of Brazil, Germany, India and Japan.
At present, the UNSC comprises five permanent members and 10 non-permanent member countries which are elected for a two-year term by the General Assembly of the United Nations.
The five permanent members are Russia, the UK, China, France and the United States and these countries can veto any substantive resolution. There has been growing demand to increase the number of permanent members to reflect the contemporary global reality.
During his meeting with Prime Minister Modi, President Biden also reaffirmed US support for India's entry to the Nuclear Suppliers Group (NSG), the joint statement said.
The NSG is a 48-member grouping which regulates global nuclear commerce.
Ever since India applied for the membership of the NSG in May 2016, China has been insisting that only those countries which have signed the Non-Proliferation Treaty (NPT) should be allowed to enter the organisation.
India and Pakistan are not signatories of the NPT. After India's application, Pakistan too has applied for the NSG membership in 2016.
China maintains that there would be no discussion on India's entry into the NSG before reaching a specific plan on non-NPT members' participation in the elite grouping, as it declined to give a timeline to reach a consensus among member states on this issue.
President Biden's support to India's permanent seat in the UNSC assumes significance as last month, State Department Spokesperson Ned Price told reporters at his daily news conference that the US values "working with India at the United Nations, including in the context this month of the Security Council."
Responding to a question on whether the Biden administration thinks that India should be a permanent member of the UN Security Council, Price said that the US supports building a consensus for a "modest" expansion of the Council for both permanent and non-permanent members, provided it does not diminish its effectiveness or its efficacy and does not alter or expand the veto.
"We believe that a reformed Security Council that is representative, that is effective, and that is relevant is in the best interest of the United States and all of the UN member states," Price had said.
In their talks on Friday, Prime Minister Modi and President Biden also welcomed the extension of the Statement of Guiding Principles on Triangular Cooperation for Global Development to leverage the combined capacities of India and the US to address global development challenges around the world, particularly in the Indo-Pacific and Africa, the statement said.
They renewed their close relationship and charted a new course to advance the partnership between the world's largest democracies They also affirmed a clear vision that will guide the US-India relationship forward, the statement added.
